Bengaluru: After the Congress’ emphatic 135-seat victory in the Karnataka Assembly elections on May 10, attention has now shifted to the all-important question, “Who will be the chief minister?” And the race for the top post has heated up between veteran warlord Siddaramaiah and DK Shivakumar, with both the leaders making no secret of their ambition to lead the southern state. The Congress Legislature Party (CLP) has unanimously authorized All India Congress Committee (AICC) president M Mallikarjuna Kharge to choose its leader, who will be the next chief minister of the state.
Here is a SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis of the two aspiring chief ministers.
Strengths of Siddaramaiah:
* Public appeal across the state
* Popular among a large section of Congress MLAs
* Experience of running a full time Government as Chief Minister (2013-18).
* 13 Competent administrators with experience of budget presentation.
* Predominance among AHINDA (Kannada acronym for Minorities, Backward Classes and Dalits).
* Strong ability to take on BJP and JD(S), PM Modi and his government on most important issues.
* Considered close to Rahul Gandhi and apparently has his support.
Weaknesses of Siddaramaiah:
* Not so much associated with the party organizationally.
* Failure to bring the Congress government back to power in 2018 under his leadership.
* Still considered an outsider by a section of the Congress old guard. He was earlier with JD(S).
*Age factor- Siddaramaiah is 75 years old.
Siddaramaiah’s Opportunities:
* Acceptability, appeal and experience of taking everyone along to run a government with a decisive mandate and strengthen the Congress for the 2024 Lok Sabha elections.
*IT, ED and CBI register cases against rival Shivakumar, who is also eyeing the CM post.
* Last election and last chance to become CM.
Siddaramaiah’s threat
* Uniting senior Congress leaders like Mallikarjun Kharge, G Parameshwara, who missed out on becoming Chief Minister because of Siddaramaiah, BK Hariprasad, KH Muniyappa among others, against him.
* Demand for Dalit Chief Minister.
*Shivkumar’s organizational strength, the party’s ‘troubleshooter’ tag, an image of loyalty across the country, and closeness to the Gandhi family, particularly Sonia Gandhi and Priyanka Gandhi Vadra.
Strengths of DK Shivakumar:
* Strong organizational capabilities and succeeded in winning the party in the elections.
* Known for party loyalty.
* In difficult times, he is considered the troubleshooter of the Congress.
Resourceful leader.
* Has the support of the prominent Vokkaliga community, its influential saints and leaders.
Proximity to Gandhi family.
* Age factor in his favor.
* long political experience; Handled various departments.
Weaknesses of DK Shivakumar
* Cases against him before IT, ED and CBI.
* Jail sentence in Tihar
* Less mass appeal and experience than Siddaramaiah.
* The dominance is largely confined to the old Mysuru region.
* Not getting much support from other communities.
DK Shivakumar’s Opportunities
* The dominance of the Congress in the old Mysore region will go into the hands of Vokkaliga Shivakumar.
* KPCC President as a natural choice to become CM, as in the case of SM Krishna and Virendra Patil.
* There is a possibility that the old leaders of the party are supporting him.
DK Shivakumar’s threat
* Siddaramaiah’s experience, seniority and mass appeal.
* Large number of MLAs likely to support Siddaramaiah.
* Legal hurdles due to cases filed by central agencies.
* Call for Dalit or Lingayat Chief Minister.
* Siddaramaiah’s clear support of Rahul Gandhi.
