Joe Biden is racing to drum up funding for his 2024 re-election campaign in a campaign that is testing the enthusiasm of anxious Democratic donors.

The US President is trying to collect as much money as possible before the end of the second quarter so that he can begin building up a war chest with a target of more than $1 billion and address concerns that he will be elected in April. Regarding seeking re-election. Slow start.

Biden has spent the past two weeks trying to woo Democratic donors at events ranging from private homes in Silicon Valley and the Chevy Chase, the green suburbs of Maryland, to a hotel ballroom in downtown Chicago.

On Thursday, he concluded the tour with a trip to New York City for two fundraisers — one at an Upper West Side apartment and the other at an expensive Midtown cocktail bar.

The New York events brought out some of Wall Street’s top Democrats, from CenterBridge’s Mark Gallogly and Centerview’s Blair Effron to Lazard’s Peter Orszag, Blackstone’s Jonathan Gray, Evercore’s Roger Altman and Insight’s Deven Parekh.

Meanwhile, Vice President Kamala Harris and First Lady Jill Biden have also driven across the country to raise cash in another sign of the campaign’s urgency to meet financial goals.

Some donors say Biden’s campaign is pushing them to make early commitments but it hasn’t always been easy. Despite major legislative achievements on the economy and his role in uniting the West over the war in Ukraine, there is unease about his low approval ratings and his age.

A top Democratic donor said, “It’s taking a lot of effort to get everyone on board and vocal in their support for the president.” “I like Joe Biden – I’m just concerned that the signs don’t bode well for his ability to win.”

The poor showing for fundraising in the second quarter threatens to reinforce concerns among some Democrats about a lack of enthusiasm for Biden’s candidacy among the party’s traditional financial supporters and its voter base. A solid number could quell some of those concerns, giving the president, party officials and his supporters more confidence that his bid can be successful.

Some tickets for Biden fundraisers, including this week’s Chevy Chase event, were offered for at least $3,300, according to two Democratic donors, one of whom interpreted the low price of admission as a sign that things were “not going well”. But other tickets are selling at a very high price.

Biden has also enlisted Barack Obama, under whom he served as vice president, Nancy Pelosi, former House speaker, JB Pritzker, governor of Illinois, and Gavin Newsom, governor of California, to help with juice donations large and small. .

A spokeswoman for Biden’s 2024 campaign said it was “encouraged by the stronger response” from “donors and our grassroots supporters” compared to four years ago, adding that the president had raised cash from people who contributed last time. was not given

“While MAGA Republicans continue to push extremist, divisive and unpopular policies in their primary, we are making sure we have the resources necessary to run an aggressive, winning campaign,” the spokesperson said.

The size of the Biden campaign will become public in mid-July, when the Federal Election Commission publishes quarterly fundraising records for all candidates in the presidential race, including Republicans such as Donald Trump and Ron DeSantis.

The president’s top campaign aides have not publicly set any goals. By the second quarter of 2011 – a year before his re-election bid – Obama had raised a little less than $50 million. Biden’s campaign raised more than $20 million by the same point in 2019 before succeeding the following year.

Jim Messina, who served as campaign manager for Obama’s re-election in 2012, said he has no doubt that Biden will reach his goals, especially since Trump is still the most likely Republican nominee. I am in pole position.

Messina said, “I just think that any concern about them being able to raise the money they need is just insane.” “Donald Trump is the ATM of the Democratic Party. Fundraising is going to explode if he is their nominee.

“Everyone understands the stakes in 2024,” Centerview’s Ephron said while introducing Biden at one of Thursday’s New York fundraisers.

Messina emphasized how important it was for Biden to reach joint fundraising agreements with the Democratic National Committee in all 50 states, allowing him to tap money raised by the party for his re-election campaign. So to receive. Obama has done so in only 11 of the closest swing states, he said.

He also noted that while Obama prefers smaller, more intimate fundraising events that charge more money for attendance, Biden prefers larger gatherings that have lower ticket prices.

Robert Wolf, a former senior UBS executive and top fundraiser for Obama, said there are limits to what Biden can or should do in terms of money at this stage of the race while serving as president.

“You are going to see coverage of the Republican primary season every day, 24/7. , , It’s hard to compete with that,” Wolf said. “You have to think about how you want to make sure you’re engaging your voters, but at the same time, you’re the president, you can’t campaign every day. It’s a very different approach.”

A Democratic donor helping to pay for Biden’s 2020 campaign said he has not been approached aggressively so far and suggested fundraising efforts have not yet hit high speed. Biden has not yet formally selected a finance chairman for the 2024 campaign.

But Jesse Ferguson, a New York-based Democratic strategist, said the effort appears to be gaining momentum. “It’s been a year and a half. We’re not at full speed, nor should we be, but I think the fundamentals are great.

Ferguson said, “They are on track to mount the largest campaign in history and it will take resources on everything from organizing and grassroots activities to major media campaigns.”
